 ederal Appropriations and Fiscal Law,? participants will receive a compre
 hensive, detailed course manual with the full text of key laws, reference
 s to, and quotes from leading decisions, and a review exercise that reinf
 orces the principles and rules.    Featured Topics Include: Fiscal Law: T
 he substance and sources of ?fiscal law,? including the authorities of th
 e Attorney General and Comptroller General (and how and why they dispute 
 each other?s authority, and how Executive Branch personnel can obtain pro
 tective legal opinions).     Availability: The concept of ?availability? 
 in terms of purpose, time, and amount. Obligations: The seminal concept o
 f an ?obligation,? and the contractual obligations that are created upon 
 the award of all the various ?types? of government contracts.    Contract
  obligations will be explained for all types of Government contracts. Cor
 e Concepts: Determining the availability of an appropriation?s purpose, a
 nd the application of the ?necessary expense doctrine.?    The seminar wi
 ll also review the status of the availability of appropriated funds for s
 ome commonly questioned obligations, such as food, clothing, gifts and ?g
 ive-aways,? and for functions that might be ?inherently governmental.?   
  This important section addresses the ?life cycle? of appropriations and 
 thoroughly explains the ?Bona Fide Needs Rule.?    The availability of ap
 propriations according to their three stages will be explained, and the ?
 Bona Fide Needs Rule? will be demonstrated as it is applied to contracts 
 for supplies and services, along with the ?exceptions? to the Rule.?    F
