 onsored with the American Immigration Lawyers Association is designed to 
 explore asylum strategies for use in representing victims of gang-related
  violence. The panel will consist of immigration judges, a senior attorne
 y from UNHCR and legal representatives from the public interest sector an
 d from academia. Among the subjects discussed will be approaches to estab
 lishing that the harm or suffering experienced or feared is connected to 
 a protected ground; application of the social group ground of refugee pro
 tection in gang violence cases; strategies for meeting the new "particula
 rity" and "social visibility" criteria for social group; methods of attac
 king the new criteria for social group determinations and for preserving 
 arguments on appeal; and finally, the use of attributed characteristics o
 r beliefs in refugee analysis. The training is expected to be of substant
 ial value to attorneys and public interest agencies engaged in representi
 ng victims of gang violence. Agenda: Introduction Nature of the theories 
 upon which refugee status could be recognized. Specific examination of th
 e social group ground of refugee protection; classical examination of "so
 cial group" analysis under Acosta & Ward [the "protected characteristics"
  approach] & the "social perceptions" test; ways in which the classical t
 est has been modified by the Board in such cases as S-E-G- and E-A-G. Way
 s in which the "social visibility" & "particularity" requirements can be 
 met in individual cases. Whether "social visibility" & "particularity" as
  developed by the Board are misplaced integuments to social group analysi
 s. Examination of possible application of the second prong of Acosta's te
 aching on social group (those conscientiously opposed to engaging in inhu
 man acts) as a predicate for refugee recognition & asylum. Examination of
  possible third prong of Acosta's teaching on social group (refusal of in
 duction into the gangs as being immutable because of the gangs' ongoing p
 erception of such refusal) as a basis for refugee-type relief. Possibilit
 y of attributed political opinion and/or attributed membership in a socia
 l group. Any ongoing relevance of Elias Zacarias and the civil war cases 
 (dealing with the conditions under which resistance to recruitment can be
  a basis for asylum) to related questions in gang cases. Evolving nature 
 of the "liberal" interpretation of "refugee" in the context of gang recru
